We received a notice from the registry that this was a temporary issue, but that it has now subsided. Checking we are seeing .NL registrations, renewals, transfers and other domains requests being handled as expected. We consider this issue resolved.

Monitoring -
There is an API submission issue preventing submitting or cancelling orders to Digicert. They are aware of this issue and are working on a fix on their end.
We will post any updates as they work to resolve this.
